Windy/Twins or generic muay thai cup. Steel with leather covering and padding at the edges. Awkward thong style strings to hold it in place.

I've tried half a dozen cups over the years in BJJ and my steel cup (from Title MMA, it's a Windy knockoff for $20) is easily the most comfortable and safest I have used. You could hit me in the dick with a crowbar and I would walk away from it, the strings keep in precisely in place and it will easily survive the next decade or so of use.

It also provides a nasty fulcrum for armbars and does a good job of discouraging low blows (it hurts the kicker's shin/foot if he's not wearing shin pads).

Ergo, since it doesn't meet the firecode for training activities, they can only train if they're filming it, because then the building is being used as a studio, which it meets the zoning requirements for.
