If you notice you have some sort of auto-ignore on and you're using mIRC just go Tools>Options>DCC and untick "Ignore All"

aside of typing "!help", I had to enable several file types to be able to get files in mIRC.

Tools > Options > DCC > Ignore > Set Method to accept and add *.rar and *.pdf as accepted file types

Make sure that the files types that you're trying to download are listed in your "Options" menu as accepted. Otherwise it'll auto-ignore even though that option isn't selected.

Google Books usually goes off the printed copy of the text. Since most of the people who are doing .rtf re-types aren't trying to match original page size and font type, it's going to happen.

I feel obligated to point out that a "font" is a size of typeface (in picas) while a "type face" is the specific, named set of characters used in a work, such as Garamond, Helvetica, or Times New Roman.
This misuse of the word "font" has been going on since the first word processing programs got it wrong.
